Tallinn's open-air ice rinks are set to open in mid-November. Mustamäe and Lasnamäe rinks will open on November 11, Nõmme and Old Town rinks on November 18. Schools can schedule free sessions on the rinks, and seniors are offered complimentary access.

Tram line 5 will resume service in Tallinn on November 1, operating along the Kopli-Vana-Lõuna route for the first time since 2004. Temporary tram line number 6, which was established due to the construction work in the city center, will continue to operate until October 31.

During this year's final free large waste disposal week from November 20-26, Tallinn's waste treatment plants received seven times more large waste than in a typical week of November. The fourth participatory budgeting idea collection initiative in Tallinn has concluded successfully, with 492 ideas submitted, out of which 149 proposals have been selected for public voting. Residents can cast their votes for their favorite proposals starting Monday, November 20, until December 3, 2023.

Tallinn's participatory budgeting for 2024 saw the submission of 491 proposals, surpassing the previous record by 76 and achieving the best result in four years. An expert committee will evaluate the feasibility of these ideas. The projects to be implemented will be decided through public voting.
