In Tallinn, child protection work is organised by the Child Welfare Department of the Tallinn Welfare and Health Care Department. The Child Welfare Department is divided into five sectors:

  • Haabersti, Mustamäe and Nõmme sector
  • Central City, Kristiine and Põhja-Tallinn sector
  • Lasnamäe and Pirita sector
  • Foster care sector
  • Sector of children with special needs

The Child Welfare Department’s main objective is to ensure the rights and well-being of children in Tallinn. 

The unit is responsible for the organisation of child welfare in the capital city. The aim of the unit is to shape the field in Tallinn in such a way as to ensure a coherent and effective organisation of child and family welfare. Every day, efforts are made to support children and families, so that every child has a safe environment in which to grow up and develop. At the heart of the work is cooperation with other agencies and the community to prevent and address situations that threaten the well-being of children.
