Globalisation and the competitiveness between cities require an active municipal foreign policy and strong international connections. Tallinn is an internationally renowned European city; maintaining and developing this position requires consistent action.  Tallinn's focus in international relations and cooperation is on the issues and activities that bring the greatest added value and benefits to the city in achieving its strategic goals and objectives.

Through its activities, Tallinn's foreign relations aim to contribute to Tallinn's development as a city that is a better place to live for its residents, a more attractive location for business, investment and innovation, and a destination offering visitors a diverse range of experiences.

Tallinn's international relations are based on cooperation and partnership with other cities, international organisations and institutions, as well as with Estonian public authorities, businesses, research institutions and relevant civil society.

  • We are developing cooperation with other capitals and larger cities, but as a rule we do not enter into new bilateral international cooperation agreements. Cooperation with historic twin cities will take place on the same basis as with all other cities in similar regions. Tallinn does not renew existing twinning agreements.
  • We will participate in the work of international organisations and thematic networks if this directly supports Tallinn's strategic vision of becoming a Global Green City and is in line with the strategic objectives of the Development Strategy "Tallinn 2035".  We will only join new organisations and networks if this provides an opportunity to have a say in shaping urban policies and international agendas
  • We will follow the main lines of the Republic of Estonia's foreign policy, but will be independent in our decisions and actions.

Tallinn's main areas of international cooperation are:

  • city diplomacy;
  • representing Tallinn's interests in the European Union;
  • cooperation with other cities and city networks;
  • bringing new knowledge and skills to Tallinn City organisation.
